Marinduque Forum is the site wherein we share our common agenda with regards to the welfare of Marinduqueños in particular and Marinduque province in general.
We are committed to the community (barangay) development process through the implementation of set of barangay development principles and recognition of community development council plans and strategies.
Our vision and objectives are focused on "a place where people can enjoy a secure and quality lifestyle, cultural and economic opportunities and being a part of a vibrant, interactive and diverse community" which is the main highlight to the community development process.
In addition, we are on the early stages of establishing a core of concerned individuals (Marinduqueños) who could collaborate to ensure that future community development processes are recognized and implemented into appropriate plans, projects and programs. A team that shall oversee the access and equity, community activities, multi-cultural and indigenous issues, support for committees, community groups and volunteers.
Basically, community development is more than the bricks and mortars or physical infrastructure of a community or barangay. Emphasis should also be placed upon identifying and blending the values, needs and aspirations of residents, community members, barangay council, business and other appropriate stakeholders for the benefit of those involved.
Henceforth, community or barangay is a place where the residents are connected in a self-defined way by a common interest and/or a geographic location and/or identity. This acknowledges that the wider community (pamayanan or township) comprises many and varied communities.
Community development as a whole is a process for enhancing the social well-being of all residents in the barangay/s now and in the future.
Whilst, the aim of the barangay or community development principles is to provide a framework for its council and staff, to use in its everyday practices to ensure individual residents, communities and networks are connected with one another by the following:
* Providing opportunities for residents to meaningfully participate in decision-making processes that
affect the community.
* Supporting individuals and communities through the provision of resources and fostering of
partnerships between individuals and within communities.
* Assisting with the development of strong and resillient communities that have the ability to
identify and meet the communities' needs, achieve self-reliance, contribute to solutions and
support their own advocacy efforts.
The principles are intended that the following factors will be reflected in the practices of the barangay council and its staff:
Inclusiveness: To provide the wider community with opportunities to meaningfully participate in information gathering, planning, direction setting and decision making regarding outcomes that affect the communities development. An ultimate goal is that communities would drive this process.
Collaboration: To establish and foster partnerships that aim to achieve positive outcomes for all residents. Council aims to assist communities in finding solutions to issues that are important to the lives of individuals, families and communities. This includes developing networks between people, encouraging different communities to work together and building relationships with and between those different communities.
Capacity Building: To support and strengthen individuals, families and communities to identify needs and develop solutions at a local level. This may involve advocacy, empowerment, education, awareness raising and distribution of resources to individuals and communities.
Equity: To ensure that opportunities and resources available to the community are distributed in a just and equitable manner according to community needs. In addition, all communities should have the right to access all council services and resources without discrimination. This includes ensuring the marginal groups in the community have an equal say.
Rssponsiveness: To ensure the evolving nature and constancy of change within the community are responded to efficiently and effectively in line with community development methodologies and practices. This will enable the demands of the community to be met in a relevant and timely manner.
